In the simple form of bags under the eyes, there is little or no protrusion of fatty tissue.

It is merely an excess of lower eyelid skin and eye ring muscle. This sagging of the lower eyelid cannot actually be described as bags under the eyes. It is characterized by a wrinkling in the area of the lower eyelid without a bag-like protrusion.
